Taxpayer Oversight Committee Update


At the Board meeting on June 13, OCTA welcomed four new members of the Measure M Taxpayer Oversight Committee (TOC) and thanked those whose terms had expired.

The 11-member volunteer committee monitors OCTA’s use of Measure M funds and ensures that all revenue collected from Measure M is spent on voter-approved transportation projects.

New members include Richie Kerwin Lim of Westminster, First Supervisorial District; Eugene Fields of Orange, Third Supervisorial District; Stanley F. Counts of Placentia, Fourth Supervisorial District; and Matt McGuinness of Laguna Beach, Fifth Supervisorial District.

The implementing ordinance for Measure M requires that the TOC finalists recommended by the Grand Jurors Association of Orange County be chosen by lottery. Each new member will serve a three-year term, beginning July 1, 2016.

OCTA also thanked the outgoing TOC members whose terms have expired for their service and willingness to volunteer personal time to serve the community.  In recognition of this contribution to the citizens of Orange County, Resolutions of Appreciation will be given to the following TOC members who have completed their terms: Narinder “Nindy” Mahal of Santa Ana, First Supervisorial District; Terre Duensing of Orange, Third Supervisorial District; Cynthia H. Hall of Anaheim, Fourth Supervisorial District; and Nilima Gupta of Lake Forest, Fifth Supervisorial District.
