OCTA Continues to Deliver with Updated OC Go Funding Plan

On December 13, 2021, OCTA adopted the updated Next 10 Delivery Plan, which outlines how transit, street and freeway, and environmental protection projects will be delivered through 2030 using funds from OC Go, also known as Measure M.

In 2006, Orange County voters approved the renewal of the Measure M half-cent sales tax for transportation improvements.

While the coronavirus (COVID-19) pandemic initially negatively impacted sales tax revenue in 2020, the Orange County economy saw tremendous growth in the first half of 2021. Based on strong sales tax growth coupled with more optimistic near-term economic recovery, OC Go’s updated forecasted revenue increased by $1.6 billion from the last estimate and is now expected to generate $13.2 billion through 2041, the life of the sales tax.

OCTA reviewed and updated the Next 10 Delivery Plan with the latest financial and project information available. Through this effort, it was confirmed that OCTA remains in a strong financial position to deliver on the promises made to voters and provide transportation benefits early.

By 2030, the plan will:

  • Deliver 14 freeway project segments
  • Continue annual endowment deposits for the environmental program
  • Return 18 percent of overall funding to local agencies for transportation needs
  • Provide annual grants to address street bottlenecks and gaps
  • Invest in ongoing synchronization of 2,200 traffic signals
  • Fund Metrolink operations and improve stations
  • Begin operation of OC Streetcar
  • Enhance mobility for seniors and people with disabilities
  • Continue support for localized transit options
  • Provide annual grants for annual water cleanup
