In coordination with schools, cities, and community partners, OCTA is implementing initiatives that enhance safety, expand access, and encourage more sustainable forms of travel for those who walk and bike.

The E-Bike Safety Action Plan identifies existing gaps in e-bike safety and outlines strategies to address them. To ensure broad input and coordination, OCTA is establishing four stakeholder groups that will begin meeting in fall 2025 to guide implementation and support consistent countywide progress.
Through the Next STEP Project, OCTA is working with the Orange County Health Care Agency, local jurisdictions, schools, and school districts to promote safe walking and bicycling. The project includes educational programs, encouragement campaigns, and audits to evaluate infrastructure needs at 25 participating elementary schools across Orange County.
The OC Connect Project will deliver a four-mile biking and walking trail connecting Garden Grove and Santa Ana, creating a new safe corridor for residents and visitors. With the environmental phase completed and $6 million secured, the project is moving into final design.
In May 2025, OCTA conducted bicycle counts at 450 locations countywide, gathering information on travel patterns, helmet usage, and e-bike activity. This data is now available to local agencies to strengthen planning efforts and support competitive applications for state and federal grant funding.
