OCTA Advances Wave Card with Robust Public Outreach and Survey Engagement

As part of its commitment to transparency and community-driven decision-making, OCTA held a public hearing to gather feedback on the proposed Wave card—a new fare payment system designed to improve accessibility and affordability for OC Bus riders.

The hearing followed an extensive public outreach campaign, during which OCTA collected more than 6,000 survey responses between January and late February 2025. Surveys were offered in various languages, ensuring a wide and inclusive range of community voices were heard.

Key Survey Insights:

  • 83% of respondents expressed interest in the new fare options
  • 85% indicated a willingness to adopt the new fare options, including the Wave card, mobile app, and contactless payment methods like digital wallets
  • 15% indicated they would continue to use cash as their primary payment method

The Wave card is part of OCTA’s efforts to modernize the rider experience by introducing a flexible, contactless fare media system, scheduled to launch later in 2025.

Feedback gathered through the public hearing and surveys will directly inform the final fare media, which is set to go before the OCTA Board for consideration on May 27.
