Two OCTA express lanes annual reports are now available online, highlighting performance and operations during 2025 and reflecting OCTA’s commitment to transparency and accountability.
The 405 Express Lanes Annual Report showcases OCTA’s newest managed lanes, a 14-mile corridor along Interstate 405 from Costa Mesa to the Los Angeles County line.
Performance exceeded expectations, with more than 17 million trips taken during the fiscal year. Drivers benefit from reliable travel times, with the full 14-mile trip averaging about 15 minutes. The broader I-405 Improvement Project has also reduced travel times in general-purpose lanes by up to 12 minutes northbound during weekday evening peak hours.
The 405 Express Lanes features all-electronic tolling and free access for high-occupancy vehicles, building on OCTA’s legacy of innovation established with the 91 Express Lanes, the nation’s first fully electronic toll facility, owned and operated by OCTA since 2003.
The 91 Express Lanes Annual Report highlights another record-setting year, with nearly 22 million trips in 2025, the highest since OCTA acquired the facility in 2003.
Excess toll revenues continue to support improvements along the State Route 91 corridor. Funded in part by excess tolls, the 91 Improvement Project launched in March to reduce congestion, improve travel times, and enhance safety along one of Orange County’s busiest transportation corridors.
