The Next 10 Plan Keeps the Promise of Measure M

OCTA recently approved the 2024 Measure M Next 10 Delivery Plan (Next 10 Plan), which covers FY 2024-25 to FY 2033-34. The Next 10 Plan ensures the Measure M2 Investment Plan in its entirety can be delivered as promised to the voters despite changing economic circumstances and sales tax revenue fluctuations. Measure M is also known as OC Go.

The updated Next 10 Plan outlines how OCTA will deliver $5.6 billion in transportation improvements over the next decade through Measure M. The plan incorporates a revised Measure M2 sales tax revenue forecast of $14 billion over the 30-year span of the measure.

Highlights from the Next 10 Plan include:

  • Completing approximately 90% of the freeway projects included in the Measure M plan by 2030.
  • Continuing to fund the preservation of OCTA’s open space properties purchased through the Environmental Mitigation Program.
  • Continuing to support the coordination of traffic signals across more than 2,000 intersections in Orange County to improve traffic flow and reduce delays.
  • Continuing to provide funding to cities and the county for local transportation needs through the Local Fair Share Program as well as ongoing grants to improve streets through the Regional Capacity Program.
  • Completing construction and beginning operations of the OC Streetcar.
  • Continuing to provide funding for local transit services, including shuttles and trolleys, as well as offering enhanced mobility options for seniors and people with disabilities.
  • Providing ongoing grants to improve water quality throughout Orange County through the Environmental Cleanup Program.

Measure M is Orange County’s half-cent sales tax for transportation improvements designed to help reduce traffic congestion, increase mobility and improve the quality of life for residents and commuters.
