With toll volumes and toll revenues at historic high levels, the 91 Express Lanes continues evolving toward the future at an accelerated pace to meet the growing demands of drivers in Orange and Riverside counties. By putting customers first, the 91 Express Lanes stays ahead of the curve, setting the standard for other toll roads to follow.

During 2019, the number of accounts rose to 148,054, a 5.2 percent increase compared to the prior year. Travelers in the region are clearly choosing the transportation alternative that delivers on its promise to reliably connect them on time to work, home, school and the things that matter most in their lives.

This past year, OCTA paved the way to the future by preparing for new transponders and updating in-lane technology to support them, planned and funded a state-of-the-art back office system to streamline processing for the ever-growing customer base, improved safety by doubling the number of California Highway Patrol (CHP) officers, and continued in its mission to expand and improve State Route 91 (SR-91) for all those who travel in the region.

Top-of-the-line ratings from all three bond credit agencies reflect the managed lanes’ solid history of operating performance, consistently generated strong revenues, and long-term prospects for traffic growth.
