On March 31, the Riverside County Transportation Commission (RCTC) commemorated the completion of its 91 Capital Improvement Project. The $1.4 billion project extends the 91 Express Lanes to the I-15 and adds capacity in each direction.
The project added regular lanes, auxiliary lanes and direct express lane connectors from the northbound I-15 to the westbound SR-91 and from the eastbound SR-91 to the southbound I-15. Improvements to interchanges, ramps and surface streets were also made to the region, which has been ranked among the nation’s most congested.
The design-build project, the first of its kind for Riverside County, will increase driving choices, reduce delays, allow faster emergency response, relieve local street congestion and offer better access to public transit and trails.
More than 250 people attended the event, including OCTA CEO Darrell Johnson. Among the program’s speakers were OCTA Director Al Murray, also Mayor Pro Tem of Tustin and the vice chair of the 91 Advisory Committee. OCTA and RCTC collaborated for 10 years on the project, which includes an 8-mile extension of the 91 Express Lanes that will offer an additional choice for reliable travel to those who live and work in Orange and Riverside counties.
