Four Design-Build Teams Short-Listed for I-405 Improvement Project

The OCTA Board approved the short-listing of four design-build teams for the design and construction of the Interstate 405 (I-405) Improvement Project. OC 405 Partners, Orange County Corridor Constructors, Shimmick/Tutor-Perini, and Skanska-Flatiron will be invited to participate in the industry review process and submit proposals in response to the final request for proposals for the project.

The development of the short list is the first of a two-part process recommended under Assembly Bill (AB) 401, which grants design-build authority to agencies like OCTA. During the second step, the short-listed teams will provide feedback on the final request for proposal as part of an industry review that will assist OCTA in evaluating project risks and cost drivers. Each team will submit a technical and financial proposal, and OCTA will choose one contractor based on its findings.

Design-build is a project delivery method that allows for design work and construction to occur simultaneously. One contractor is hired to perform both functions, which increases the speed that a project can be delivered and saves money. The traditional method of project delivery requires that the design be completed by one company and then another is hired when design is finished to handle the construction.

With design-build authority, OCTA has the ability to streamline the delivery of highway projects while minimizing additional costs and delays in project delivery.

The I-405 Improvement Project will add one general purpose lane in each direction from Euclid Street to Interstate 605 (I-605) and add an express lane in each direction. The new express lane, along with the existing high-occupancy vehicle lane, would become dual express toll lanes in each direction on I-405 from State Route 73 to I-605.
