At its most recent meeting, the Board unanimously approved the criteria for selecting a firm to design and build the I-405 Improvement Project and also approved issuing the final request for proposals.
This is a significant milestone for the $1.7 billion project, which will improve commute times on the San Diego Freeway (I-405) from the SR-73 to the I-605, an area traveled by more than 370,000 vehicles a day, making it the busiest stretch of highway in the nation.
OCTA will use a design-build delivery method for the procurement, design, and construction of the project. Design-build is a process that allows for project design and construction to occur simultaneously. One contractor is hired to perform both functions, which increases the speed by which a project can be delivered.
The shortlisted design-build firms include:
- OC 405 Partners
- Shimmick-Tutor Perini
- Skanska-Flatiron
OCTA will evaluate proposals submitted by these firms to determine which offers the best value in terms of price and technical merit. The Board is scheduled to approve the selection of the design-build team in November.
The I-405 Improvement Project will add one general purpose lane in each direction from Euclid Street to Interstate 605 (I-605) and add an express lane in each direction. The new express lane, along with the existing high-occupancy vehicle lane, would become dual express toll lanes in each direction on I-405 from State Route 73 to I-605.
