Earlier this year, OCTA’s Board of Directors approved a contract with MV Transportation, Inc. to operate ACCESS paratransit service. The $157.7 million, four-year contract became effective last month with the start of the 2013-2014 fiscal year.
ACCESS is OCTA's shared-ride service for people who are unable to use the regular, fixed-route bus service because of functional limitations caused by a disability. Eligibility is determined by a formal certification process that follows Americans with Disabilities Act (ADA) guidelines.
Communication with ACCESS customers and stakeholder agencies has been a key component of the transition effort. There are several agencies that serve a large number of ACCESS customers. OCTA and MV representatives have been visiting these agencies to introduce themselves, obtain an understanding of each agency’s transportation needs, and address any specific issues or concerns with ACCESS service.
Since MV began operating the service last month, riders have been pleased with the service and have found it to be a seamless transition. On-time performance has been consistent and ACCESS service is currently operating at and above the required standards. The transition has had little impact on overall quality of the service.
Performance during the first month of service indicates that the transition has been successful and passengers are continuing to receive service that is safe, courteous, and reliable. OCTA will continue to monitor the transition and make adjustments to ensure the best quality of service.
